  10.                           THE^BILL OF RIGHTS

  12. Nearly everything has changed in the United States since the Bill of
  13. Rights was written and adopted. We still see the original words when
  14. we read those first 10 Amendments to the Constitution, yet the meaning
  15. is vastly different now.
  16.  
  17. And no wonder. We've gone from a country of a few million to a few
  18. hundred million. The nation's desire to band together was replaced by
  19. revulsion of togetherness. We exchanged a birthright of justice for a
  20. magic bullet, and replaced the Pioneer Spirit with the Pioneer Stereo.

  22. We're not the people who founded this country and our Bill of Rights
  23. should reflect this.
  24.  
  25. As we approach the 21st Century, it's time to bring the wording up to
  26. date showing what we are and who we are.
  27.  
  28. AMENDMENT I
  29.  
  30. Congress shall make no law establishing religion, but shall act as if
  31. it did; and shall make no laws abridging the freedom of speech, unless
  32. such speech can be construed as "commercial speech" or "irresponsible
  33. speech" or "offensive speech;" or shall abridge the right of the
  34. people to peaceably assemble where and when permitted; or shall
  35. abridge the right to petition the government for a redress of
  36. grievances, under proper procedures.

  38. It shall be unlawful to cry "Fire!" in a theatre occupied by three or
  39. more persons, unless such persons shall belong to a class declared
  40. Protected by one or more divisions of Federal, State or Local
  41. government, in which case the number of persons shall be one or more.

  44. AMENDMENT II
  45.  
  46. A well-regulated military force shall be maintained under control of
  47. the President, and no political entity within the United States shall
  48. maintain a military force beyond Presidential control. The right of
  49. the people to keep and bear arms shall be determined by the Congress
  50. and the States and the Cities and the Counties and the Towns (and
  51. someone named Fred.)

  54. AMENDMENT III
  55.  
  56. No soldier shall, in time of peace, be quartered in any house without
  57. the consent of the owner, unless such house is believed to have been
  58. used, or believed may be used, for some purpose contrary to law or
  59. public policy.

  62. AMENDMENT IV
  63.  
  64. The right of the people to be secure in their persons, houses, papers,
  65. and effects against unreasonable searches and seizures may not be
  66. suspended except to protect public welfare. Any place or conveyance
  67. shall be subject to search by law enforcement forces of any political
  68. entity, and any such places or conveyances, or any property within
  69. them, may be confiscated without judicial proceeding if believed to be
  70. used in a manner contrary to law.

  73. AMENDMENT V
  74.  
  75. Any person may be held to answer for a crime of any kind upon any
  76. suspicion whatever; and may be put in jeopardy of life or liberty by
  77. the state courts, by the federal judiciary, and while incarcerated;
  78. and may be compelled to be a witness against himself by the forced
  79. submission of his body or any portion thereof, and by testimony in
  80. proceedings excluding actual trial. Private property forfeited under
  81. judicial process shall become the exclusive property of the judicial
  82. authority and shall be immune from seizure by injured parties.

  85. AMENDMENT VI
  86.  
  87. In all criminal prosecutions, the accused shall enjoy the right to
  88. avoid prosecution by exhausting the legal process and its
  89. practitioners. Failure to succeed shall result in speedy
  90. plea-bargaining resulting in lesser charges. Convicted persons shall
  91. be entitled to appeal until sentence is completed. It shall be
  92. unlawful to bar or deter an incompetent person from service on a jury.

  95. AMENDMENT VII
  96.  
  97. In civil suits, where a contesting party is a person whose private
  98. life may interest the public, the right of trial in the Press shall
  99. not be abridged.

  102. AMENDMENT VIII
  103.  
  104. Sufficient bail may be required to ensure that dangerous persons
  105. remain in custody pending trial. There shall be no right of the public
  106. to be afforded protection from dangerous persons, and such protection
  107. shall be dependent upon incarceration facilities available.

  110. AMENDMENT IX
  111.  
  112. The enumeration in The Constitution of certain rights shall be
  113. construed to deny or discourage others which may from time to time be
  114. extended by the branches of Federal, State or Local government, unless
  115. such rights shall themselves become enacted by Amendment.

  117. AMENDMENT X
  118.  
  119. The powers not delegated to the United States by the Constitution
  120. shall be deemed to be powers residing in persons holding appointment
  121. therein through the Civil Service, and may be delegated to the States
  122. and local Governments as determined by the public interest. The
  123. public interest shall be determined by the Civil Service.
